FS#243 - SMS Portal - allow multiple couriers with the same enum in the courier list drop down

It is now possible for different SMS warehouses to use the same enum value for different couriers.

Reason for closing: Implemented
Additional comments about closing: Use the raw courier data from the database rather than parsing it into a curated array
